effect. Let Parliament settle with itself what its
real wishes are with regard to the number that
after the expiration of their respective terms shall
be permitted to be at large: if none, then upon
in case of the proposed substitution of the Penitentiary
confinement to the confinement to New South Wales, it would
be necessary that at the expiration of the present
limited terms of Penitentiary imprisonment
an addition should be made of confinement to
what might be termed the Rules of the Penitentiary
Establishment for life. If the intention
were that +after the expiration of each
term as before
such a proportion should be at large
in their country as are at large in this
country at present, is any greater or less proportion,
than it would be necessary to determine
the proportion and to appoint the mode in
which the selection should be made.

Your Committee have sometimes heard
Some have appeared it spoken of as an advantage, that all its three
species of chronical punishment should go on
together: There is certainly nothing of incompatibility
amongst among the three:+ nor would it
be by any means without example, if on the
same subject a good system—a bad one—and
a very bad one should were to go on together. But the
expence of this variety—this variety of wretchedness—
will always require to be considered.
This disastrous species of luxury—a luxury as punishment
—seems to be but a bad purchase
when observed to be bought by the with money
raised by taxes imposed on the necessaries of life.+
