8 In the event of invasion or any internal Convulsion the utility and
advantages to be derived from such an Institution would be calculable.
The records of the Establishment would point out the names and place of
residence of every person likely to become hostile to the Country, and the
energy of the institutions would not only in such an emergency pervade every
part of the Kingdom; but would seize and apprehend those who were
likely to become traitors to their Country, so as to prevent their assisting an enemy.

9 This Board from the general information which it would be the Duty of
the Commissioners to Collect in every line of political oeconomy particularly
those Branches which relate to the State and condition of
Lower Classes of Mechanics, Journeymen and Labourers in every part
of the Country as well as the Metropolis would not only be able
to afford the executive Government accurate information upon all
circumstances likely to excite popular Clamour tumult or disorder
but also to suggest timely measures for preventing any serious mischief.

10 This Board would consider it as its province to examine and to discuss
the causes assigned for the progressive increase of Crimes and all
Suggestions offered for their prevention and to exert the weight
and influence which arises from the Official Situation of the Commissioners
in Smuggling Bills to Parliament for the General improvement
of the Police and the prevention of Crimes and it would be their
Duty to liven their attention minutely to the Bills which have been
prepared with a view to this object particularly that for regulating
Iron and Store Shops, Itinerant Jews &c, and for improving the Laws
for preventing Counterfeit Money.

The Lottery River Plunder &c &c. Attending minutely to all the
imperfections which appear prominent in the criminal Code and smuggling
from time to time such improvements as shall not only render this
Code more beneficial in the prevention of Crimes but which
shall also tend to the general improvement of the Police System.
