But such a Sum passing through the Hands of the Board aided
by a System oeconomy very different from what prevails at present
there can be no doubt whatever of a saving equal to all the expences
of this new establishment even at the outset with a great additional
Saving as soon as measures can be adopted for finding employment
for the Convicts which are now idle and a burden to the Public in the
Jails of the Metropolis.

And lastly by a general Superintendance of all Subordinate Police
establishments so as to excite vigour and energy in the execution of
the Duties assigned the different Magistrates that the business may be
executed in the best possible manner; but as nearly as local circumstances
will admit in the same manner at each office. That an annual
State of the Police should be made out stating the number of persons
apprehended Convicted and punished all over Great Britain with the
various punishments inflicted and the general expence incurred in the
whole establishment.

If happily for this Country a plan similar to that
which has been explained were to be adopted & an Institution formed
under the management of able active Zealous & indefatigable Men
the execution Government would experience much ease, & be relieved
from much anxiety in the Confidence that there existed an Establishment
composed of good Watch Men whose measures & attention
are constantly directed to every probable point of Danger is the moment any such Dangers to be
apprehended and who are penetrating with prudence and
discretion into every recess where mischief may be in contemplation
in whatsoever shape it appears and this too without being known
is discovered and without invading the privileges of innocence
at giving offence even to persons engaged in a Course of
Treasonable and Criminal Turpitude.
