Those who have conceived that the Police Establishments
as the now exist (without a Center point to Bind them together
to collect information & to give that energy of Action to the whole
which they do not now possess). Can be depended on in Case of
any serious Riot, tumults or disorder will be greatly deceived in case
unfortunately such a disposition should be manifested by the
People. They can do little or nothing in their present situation
while by proper arrangement by a Center Point infusing Vigor
& activity into the whole System aided by a competent fund for
that purpose a vast dial might be done for benefit and Security
of the Public at a less expence than is incurred under the present
inefficient and disjointed System.

The events of the present period call upon
the Police of the Country in a particular manner and it is impossible
to render it too Strong, too methodical or to give it in too
great a degree the faculty of obtaining the most different or
accurate information as to the State of the Country, since it is
clear that every aid of this Nature will be wanted as we must
be guarded at all points while the Judgment is constantliy
enlightened or assisted by the best possible information. And
the conduct of the Commissioners directed by that degree of prudence
and discretion resulting from all these aid which men of business derive
from an accurate and well managed System and from methodizing
the various pursuits to which their attention is directed

We have not only to contemplate at present
the approach of an allert and powerful Enemy but we have to
Guard against the Machinations of a pretty numerous horde of miscreants at home
who are completely proselytise to revolution principles: and who
in such an emergency would join all their Strength to the hostile
