for. We have also on such an occasion to dread the depredations
of at least from 8 to 10,000 Villains who live by various criminal
pursuits and who are constantly prowling about in & near the
Metropolis ready to avail themselves of every opportunity whereby
they may acquire Plunder by Acts of Fraud.

We have also from a variety of causes arising from the
present circumstances of the Times great reason to uneasy and
of course it is proper that the Police should be Vigilant and about
in consequence of the great numbers of Menial Servant, Labourers,
Weavers, Bricklayers, Carpenters, Coach Makers, Watch Makers,
and Mechanics of various descriptions who are at present out of
Employment without the means of subsistance for themselves or
families who may amount in all at this Moment perhaps to
50,000 Individuals or more in the Metropolis alone independent
of a great accession to there both in Town and Country in case the
diabolical measures of the French in seizing the British
Merchandise shall extend to the shutting up the Port of Hamburgh
and thereby compel the great Manufacturers to discharge a large
proportion of their Men Women and Children which they now employ

All these are probably evils which the police
of the Country must be prepared to meet with Strength, good
Judgment, intelligence, & ability, that remedies may be thought
of in case of need & that is possible the Public tranquility may
be preserved by previous arrangements.

If any measure of State can effect this
Salutary purpose it will be by the establishment of such a
Police as has been explained. Out of such a System improvements
will grow & new fences will be constantly brought forward
for the prevention of Tumults and disorder and Collaterally
for the preservation of the British Constitution.
