Postscript.

The Plan of the Police now offered to the Consideration of the Public
has two great leading points for its object. Namely a greater portion of
energy and effect in pulling the present Laws into execution and of
Smuggling new ones for the improvement of Morals and the prevention
of Crimes and a System of greater economy in the application of
the Public Money at present appropriated to object of Police. No
doubt can be entertained of a very considerable saving of expence
by concentrating all prosecutions on account of the Public under one
management and by reducing to System the various disjointed Branches
of Police expenditure and bringing the whole under responsible
Management.

But these would no be the only benefits which would
results from the Establishment of a Board of Police in point of saving
to the Public since under such a System it can be demonstrated
to be practicable by regulating certain Classes of Dealers who are in
a course of criminal turpitude of present and by imposing License
Duties according to a plan which the writer of these suggestions has
formed into a Bill with a view of being brought into Parliament
a Sum nearly equal to the general expences of the Police might without
any pressure be drawn from the vices of the People a thing in itself
easy and practicable under such an establishment but difficult
and perhaps unproductive without such a superintendence as would
arise from the Institution of a Board of Commissioners which by
combining the Collection of these Branches of Revenue which in their
Nature either tend to prevent of promote Crimes with a general Center
point of Police would by conducting the two Branches the various
Regulations of Police & the Revenue arising from that Source would
not only be able to establish arrangements of economy but from the vast fund
of information would Center in one Office & the Vigor & energy which would be
Created by Confining the attention of Men of Talents & experience to these
particular Branches what may be called a New Science in political
oeconomy aided by sufficient pecuniary resources infinite advantages in
preventing the general corruption of Morals and in the suppression
of Crimes would arise to the Community.
