In the existing Statute Book examples
are by no means wanting of the formation
of this useful partnership: for in every line
of knowledge examples come before rules, and
it is from a series of useful examples that these rules
come in time to be abstracted and formed by
which the catalogue of similar examples is
at length compleated at a still more improved period compleated.
One example is the Ab be Publican House
licencing system, from which while the men
of finance deserve no contemptible for mass of
revenue, the man of police extracts by means
of the discretionary power of granting or refusing
the licence, no small degree of security against
a variety of disorders, while the statisticalist
learns and reports to them both as well as to
the moralist the deplorable number of those
sources of revenue, debauchery and disease.
Another example is the Hawker-licensing
system, from which while the man of finance
draws a mass of revenue of as great account
the man of police, by means of divers a variety of regulations
collateral to the financial part of the system, and indeed established in great measure
at the expence of it, derives security
against a variety of abuses: and to such has
been his activity in this field as to leave little
indeed information to be gleaned by the statisticalist.
