5. Motions of which notice has been given shall be
brought before the Committee.

6. Letters and other communications to the Committee
shall be read and disposed of.

7. The Committee shall attend to Motions not
requiring previous notice and shall hear
suggestions from any of their own body,
provided it be not later than 1/2 past 10 o'clock.

2. No Member shall speak twice on the same motion
except the mover in reply, or any Member within the
strict line of explanation. After the mover's reply
no person but the Chairman shall be allowed to speak
to the question.

3. No Resolution of the Committee shall be rescinded or
altered, without at least a week's notice, of which
every Member of the Committee shall be apprized.

4. No Motion which shall either immediately or remotely
require the payment of any money shall be entertained
without at least a week's notice, except the following vizt

1. Motions for the payment of all bills regularly
examined by the Sub-Committee to whose department
such bills respectively appertain, and recommended
for Payment by the Sub-Committee of Accounts.

2. Motions for the payment of any necessary
incidental expenses incurred by the Secretary not
