Considered in respect of its distribution as between
things on the one hand, and persons on the
other, the charges in question may be distinguished
into real charges, and personal charges. In Real charges
the expence is incurred by the hire or purchase
of certain things – such as the building
materials for imprisonment of delinquent carts
and horses for their conveyance. In personal
charges the expence is incurred by retribution
bestowed for personal services, conducive
or regarded as conducive to the end in view.
Personal charges are either occasional, as
where the service is paid for by fees, or periodical,
as where it is paid for in the way of
Salary. Thus Coroners are mostly paid
by in the way fees: Jailors by in the way of Salary.
