To Your Committee during its transitory momentary existence occupying a momentary situation
less exposed to those seductions it is a matter
of the less merit and of the more strictly
incumbent duty to defend guard itself against
their influence.

merely without reference to any individual)
A Chancellor of the Exchequer, anxious on studious at all
times and upon every every occasion to keep the pressure upon
the Exchequer as light little severe as possible – studious
of every occasion on every favourable opportunity to shift off a each burthen
upon from that fund upon to any other, private
or public, will still be apt to feel himself feel still less propensity
to take up any burthen which he
finds already reposing upon any other fund,
public or private, and transfer it to that
fund which may in a more peculiar sense
be stiled his own. Though his judgment
may should be in favour of such a transfer, the
apprehensions with which his situation is
environned may present it to him as conformable
or at least the attempt as inexpedient.
In such circumstances it may be of use that
an authority a short lived a body such as that of Your Committee
less exposed to the torrents of discontent occupying a situation less exposed, should step in
interpose to lend what support it may be thought capable
of rendering to such incursions of this
description as by their apparent expediency
may appear to present a claim to it.
