Mr Ponsonby. It was no answer whatever to
this motion to say that they had now on
their table a Report on the subject by
a Committee of the Lords for the information
in that Report was miserably deficient.
It furnished no satisfactory reason for
the delay of justice in the Court of
Chancery. The Right hon. Gent. he said that
now has ascribed the delay to
the great increase of motions. In this he
completely differed from him. What was
the it that occasioned the great increase
of motions? simply this that as the
parties and sollicitors could not get
the opinion of the Court directly
upon the cause itself they were
glad to come at it by a side wind
in the way of motion. The increase
of motions therefore was the effect
of the delay and not the cause. The
true source of the evil, he maintained
was the delay to which the suitors
were subjected in getting their causes
heard by the Chancellor. The way in
which it was proposed to get rid
of them was this evil was the
appointment of a 3d judge – and
the right hon. Gent would have the
