right hon. Gent. intended to govern the
country in such a way as to produce
a similar list of Bankruptcies
every year.

The remedy suggested of increasing appointing a 3d
Judge would in his opinion be attended
with mischief instead of benefit – it
would excite rather than diminish their
delay – because the Chancellor being the
supreme judge of the Court every
suitor would think for had a
right to claim his final opinion –
and in every case one or other of
the parties concerned would be inclined
