But in this as in the other moral sciences by observing &
recording deductions by means of which accession is made to the
stock of knowledge cannot be made by any instrument other
than observat.
Of the three instruments occupied in the increase of knowledge;
experienced observations and experiment;
Observation & experience are the only instruments which
can be employed for the advancement of this science, proportionably
the more considerable.
Collections of facts represented where they can be by figures
records of the results of past operations which are when represented
by figures denominated statistics would be of the
highest value.
These can scarcely be obtained in sufficient number
by individuals completeness or variety except by means
of combined exertions of persons from different points of
observations, or by a society having numerous correspondents
in different countries.
I must however guard myself from the supposition
that by statistics I mean such matters as usually pass
under of which that name it might be difficult to
state whether the truth or error matters which they propagate
prepare denote.
The results of past operations when they are extensive &
represented by figures are usually designated by the name
of statistics and these would most frequently form the
materials for the exemplifications above spoken of. By
these exemplifications I do not mean the purblind; fragmentitious
matter, or imperfect collections of figures which
