observations of individuals numbers may be systemmattically
directed in peculiarly degree requisite
for the advancement of political
economy.

Of the facts in which the science of political
economy is founded, part are to
be obtained by the co-operation of
individuals in various situations, part
are within the means power of governments.

A society can establish correspondence
abroad with intelligent individuals and
public bodies abroad which government
cannot. It can also pay for the collection
of facts; the formation of tables to
illustrative of the operation of general
principles.

It may suggest to government the most
beneficial use of the means within its
power; to shew go no further as for
example a government is interested in
the prevention of powers and of loss from
excesses of demand or supply or of suffering
from excesses of either: and by keeping account
& preventing of imports and exports it
(of bullion for instance) it would might
establish data by which these essential
operations
