II. Officers Situation. The important promotion is – not that which taken
place in between from the rank or private to that of
among non-commissioned officers, nor that from grade to trade
in the rank of commissioned officers but from that from the rank
of non commissioned to the rank of commissioned Officers: in
the language of this Code from the rank of ordinary to the
rank of erudite. In this respect the worst conceivable system
by which the whole nation being to this purpose divided
into two cases – the ignoble and the noble an inseparable barren bar
is erected between the two – to bar by which those belonging to
the ignoble cast are on that account from that cause precluded from every being promoted
into the lowest of the grades reserved for allotted to the ignoble: or which
before the Revolution was namely the case in France. Wheresoever
the military force is upon this any such footing, the noble being thus
the avowed enemies – the nearest and as such the most mischievous
enemies of the ignoble, the best first use they can make
of their arms is to turn them against those their oppressors.
On this occasion Unfortunately however on this occasion it is not by any
means so easy to do that justice which depends upon equality
as to desire to do it is and see it done. The distinction between non-erudite
and erudite is a distinction on which that goes to the very vitals of the
service depend. But there are classes in which the demand for
erudition scientific aptitude is at its maximum for instance the engineering class others in which it is at its minimum
for instance the foot foot soldier class: the inconvenience is
manifest if an Officer when the service requires that a fortified place
should be besieged, Officers perfect in the correspondent art and science of engineering
were to be under the direction of a Commander whose attention had
never been directed to that line of service.
