Bankruptcy Court Bill 1831 Oct 13

Lord Broughams proposed
patronage of the
Bankruptcy Court

of the 76 Commissioners – most of whom are
young men, probably not more than some two two
to the of insurances
will die off or be removed in a year: There are already there will consequently be
appointed but two appointments in a year. But by the proposed bill there
are twenty three appointments to be made
all in one year, all superior appointments.
Were the present modes to bankruptcy system
to continue: it would be the same amount
of patronage would only fall in, in
eleven years. Now the average duration
of administrations has hitherto been about
eight years and a chancellors Lsip may be
said to be worth eight years purchase. The
Chancellor has therefore a right to expect
sixteen appointments at the present rate of
each emolument worth less than £500 per annum or £8000 His scheme gives him free from all chances
of loss of office or from his the chances of his
death the patronage of 23 appointments
to places of the stated annual value
of £26,000: so more than three times the
value of the patronage he could expect
to obtain as under the existing system. The objection
to the reform merely on the ground that it
will give patronage to the Chancellor
is not worth attention, but it is too much
to fo vaunt his losses by the change and when
it is them that even half the proposed
officers are not required to perform the
duties of the new bankruptcy court it
is allowable in any that patronage has not
in the reform been lost sign of.
