The People's Enemy unmasked:
or
Difference between the People's Enemy and the People's Friend.
Property (says he) is a proper basis of representation.
or
Property is the only proper basis of representation.

This being interpreted is:
Proprietors are the only persons who ought to be
represented: Why? Answer Because Proprietors
are the only persons whose interests welfare any regard ought
to be paid: the only persons whose happiness
ought to be the end in view, pursuant aimed at as such by
the legislative authority in the exercise of its functions.
By proprietors is meant not merely all those
who have property to any amount (for every
human being that is not stark naked has property
to save I meant) but those only who has property
to an amount greater than that to which
the majo greatest number of the people have it: in
a word the opulent meaning the relatively opulent,
relative had to the rest of the people who accordingly
may, be in contradistinction to them, be stiled
the relatively unopulent: in
The property end in view which ought to be aimed
at in the forming the form of government, not in the
exercise given to the powers of government is the greatest
happiness of the smaller number, and to the object
the greatest happiness of the whole ought on every occasion
to be sacrificed.
Such is the end in view of what is said by
every man by when it is said that that property is
the only proper basis of representation, or even Property is
a proper base of representation.
