Of the receipt of foreign Newspapers the extent is not more
in his power, than in so far as capital is possessed, it is in
the power of any of his competitors. But of this power he
will make a more extensive use than by any of if there is
either is in every and likely to be
made.

From In the Anglo American States (besides Reviews and
other Monthly and Quarterly publications, he will in daily
or at least a weekly Newspaper not only from the
Government but from every one of the States ... and whereas it
appears to be necessary for securing the result compliance with
the spirit of the rule , he will take
in more than one.

By the same he will be guided in relation to
whatsoever periodicals make their appearance in the several
States of late of late Spanish and late Portugueze America
as also of the British, French, Dutch, Spanish, Portugueze
Dutch Colonies, not forgotten the independent Black State of Haiti.

Note that to the head of Sources belong the instruction
given of the communication matter received in, not of those in the
