Thirdly – The great superiority of the Editorial productions
of the French press arises from the circumstance
that the articles are not the work of one or
two individuals alone but of many – every individual
undertaking for that particular topic which he
but understands. Hence their variety, freshness, and general
excellence. It is impossible that any man should be equally
competent to write on every topic of political interest, and
it is proposed to obtain the assistance of individuals
each excellent in his particular department. In France,
through the production of articles on any given
subject in the field of politics is confided to an
individual, yet the sentiments to be advocated are
always the result of the collected opinions of the
managers. Hence little is seen of that capricious
shifting which is so frequently exhibited in England and
which has destroyed confidence in all the newspapers of
the day. The great, the all-pervading principle which
would be kept steadily in view in the proposed newspaper
is "the greatest happiness". It would be applied on
all occasions without limitation or exception.
