on adversary Law Proceedings; with shewing them to be in their present
form the worst of all Taxes that can be proposed together imposed: Advantages
with an offer of several succedanea of laying the whole on the party in the wrong in one single payment
in the nature of a fine pro falso clamore, or for litigious defence. if a def

Taxes Succedaneous.

17. Proposal of several taxes modes of taxation any or all
of them to be adopted as succedanea to the Taxes on adversary Law.
Proceedings. 1. A Tax on Sales of Lands. 2. A limitation transfer
to the Public of the rights of distant remote relations to the Estates real and
personal of Intestates. 3. A Tax on Devises or Bequests
to distant relations or strangers.

Courts of Conscience.

18. Proposal for the re-establishment of County Hundred Courts
for the cognizance of causes of small value. upon an improved
model: also for reporting facts to the taking of examinations for the
Courts of Equity. The field of Jurisdiction to be Judge to be appointed for the whole
County, and to make Circuits through the Hundreds. or other
subordinate divisions. For extending substituting the oral mode instead of the written mode of examination.

19. Proposal for the Advancement of the Science of the Law, by Premiums
for the solution of Problems relative to the
improvement reformation of it. Inutility of Lecturing Professorships;
& still greater inutility of Sinecure Fellowships and
Scholarships.

Science; resulting from the Interests and Prejudices of
various classes of men.
