Proposals may
be addressed
to the Secret
Committee
It may hap sometimes happen that a person
may have proposals to make, the publicity
of which, were the contents of them to be generally
known, would defeat the purpose
they were calculated to serve. This might
easily be the case for instance with regard
to such any experiments as are par the object of
which might be to discover a method of giving the
nation an advantage in war over hostile
or rival nations.

On this account Let it therefore be advertized,
that any person who thinks proper
may address his proposals to the Secret
Committee; in which case they will be forwarded
unopened to the 1st Lord of the Admiralty
in the first instance
