Breaking the oratorical monopoly

The most mischievous endowment in public
men is oratory: because its influence being
so great, it being in itself conducive
to the good of the community, it dispenses a
man from the necessity of possessing all those
that are: genius sound knowledge, generous
moral qualities.

What is the remedy? To discourage oratory?
No: but to encourage it. The more orators there
are, the less will they have it in their power
to receive by oratory alone. Bidding the one against
the other, the more numerous they
are the more necessary each will find it
to take in in addition to oratory the endowment
which is of no advantage to the
public welfare, others that are
