Mr Mountague gives as a reason for not
converting the Speaker's fees into salary the
use of them in preventing checking the encrease
of private Bills which take up so much
of the time of Parliament.

This is analogous to the reasoning which
approves of taxes on law-expences for the
sake of checking litigation.

This system is aristocratical probably
in principle and design, certainly in effects.
