will so far as to prevent famine and mortality.

The only ones that could answer it compleatly are
public granaries. But of public granaries would in sufficient for the purpose
the certain probable concomitants would be speculation and oppression:
and the certain concomitant, a very heavy
& constant expence.
What other arrangements could make it worth the while
of individuals to grow 1/4 for a constancy 1/4 more
corn than was wanted? It could never be long before
the requisite quantity was produced, the price
would be so sunk by the such glut as to afford no profit.
