i have lying by me in a rough state a Plan
for a Digest of the Laws. This concerns the Laws
in whatever state they may happen to be in for the
time being, and is adapted applicable to all the
Laws of one nation as well as of another. It
is what i have hinted at in towards the conclusion of
the Fragment. I have had it lying by me these
two or three years & am every now and then touching it
up and making little additions. How goes on
your Legislative Commission?
If I were sure
your Empress would read it, I would give it the
preference over other parts of my design. But that
I suppose is not to be thought of. How goes on
your Legislative Commission? Who draws up
your Laws in ordinary? Is it the Chancellor,
or who else?
