believe are mostly in the latter, I do not pretend to far be it for me to
say that the on (the formation of) forming manners the sovereign legislator
has no influence can do nothing: (but that the chief of the influence he has can
belongs exercise exert will be that which he exercises in the
capacity of a leader than of a governor) but
that it is only in a very indirect way and by a
& tardy process that he can exercise any
effectual influence over them in th his particular
character of a legislator, & that in an immediate way
the only influence it is only in the capac if he acts
with any effect it must be in the capacity of a
leader. In making manners he can do little
more than the first fiddle of a band in making
music: if the others follow, well and good: but
if not, there is no help for it.
