The benevolent and persevering attention which
your Lp has been paying to the interest of
distressed debtors have nominated you their chief
patron in Parlt. as Mr Howard is without doers.

It is in this character that I take the
liberty of offering to your perusal the following
sheets. (When they were written which
was about a couple of years ago,) they were
originally designed to stand as part of a (much larger
work now printing (in the press: though probably when
I come to now I believe. I shall work up
the materials anew and exhibit them in a
(more methodical and less local) form upon a plan more
analogous to the rest of the work, throwing out discarding
everything in them that applies peculiarly
to this country.

Such as they are I thought that upon if
the supposition of they were of a nature to be
of use worth notice at any time, they would be particularly
so now.
