Plan Order of Proceeding

1. To provide temporary remedies for such present
grievances as may appear to be of a pressing nature
proceeding in the common way without any regard
to System.

2. To draw up at leisure a regular system upon the plan
sketched out in Princis of legisln.

3. To submit it to the inspection 1. of the
Governor & Council. 2. of the Supreme Court, &
to sollicit their respective observations.

4. To get it translated. 1. into the Hindoo language
for the observation of the Pandits: 2. Of the into the Russian
for the observation of the Cawsies & Mufties.

4. While it is making I shall be learning the languages
& by the time it is done shall understand them
sufficiently to supervise the translations.

5. Where no observations of disapprobation are given,
approbation to be presumed.

6. To use my endeavours in the mean time to
get a compleat cadastre formed or statement
of the population (distinguishing the condition of life) annual produce
revenues &c. v. Beausdre and the E. I. Reports.

7. To suggest such establishments of amelioration as
the country seems to be in want f and to admitt of.
