The Portuguese gain nothing by Macao; if it should be purchased
by our Company it would be a most consequential acquisition. Viewing
matters however in the present state the Exports certainly
might be much greater than they have hitherto been for the
following reasons.

For many years past our Tonnage at China in proportion
to the rest of Europe might be considered to have been 8000
to 16000 Tons; but from our now supplying ourselves with tea
in place of Foreigners, our tonnage will probably be in futrure
as 18000 to 6000; so allowing that the Foreign ships carried before
a proportionable Tonnage to us in Goods, they of course will
now decrease their Exports from Europe in the same Ratio as
their Tonnage. Our Exports before appeared about £150,000; they
therefore should be increased in proportion to the Augmentation
afour Tonnage or to £201,250 which we may reckon to realize
in China £300,000. I have placed this as the remittance first in
consequence because I conceive some Island or place might be had
by proper application on the Coast of China, where these Exports
would most probably exceed the Exports to India.

The Export trade to India, if conducted by a set of Merchants
as above proposed would give an absolute certainty of conveying to India
from £550,000 in the first year to £1,050,000 in the 5th Year.
The terms to be settled between the Company and the Merchants
will reduce it to a certainty; we cannot however suppose it to
be less than £700,000 Pr Ann. As the Merchants must have
their money back to Europe, if there be a liberal exchange established
at China for this purpose, the whole will naturally
find its way there. To render this certain however and to increase
the stream, the Company's SHips should carry from India
to China whatever Goods the Merchants chuse to send. Freight
free, and at the Company's risk, on condition, that the Company
should have the refusal of the proceeds of these goods at Canton
for their Bills on Europe: I say refusal because if these Measures
were pursued, I have an Idea that the Company would
have occasion for the immense sums such Measures could
draw annually from China.

I am sensible that in opposition to this opinion of the
Company's giving up their Tonnage from India to China it may
be asked by strangers to the India Commerce why the Company
should not remit from India in Goods themselves. Experience
proves that they cannot manage that trade with advantage
to themselves, & while kept in their hands it can never be upon an
