H.M. Leopard at Sea 9th April

I have inclosed a general state of the China trade by which
you will see that we hold it now almost without competition.
This shews that the Commulation act was founded on a good
basis, however bad the superstructure may have been. Our
importation of Tea now amounts to 27 million of Pounds
which must far exceed our own consumption, & make us the
sellers of tea to all Europe, If we keep down our freights, &
other extravagant charges on our Chinea commerce, there
can be no doubt of our continuing all the advantage that
may arrive from it

There are several ships in my Convoy which take
home teas at 10 £ pr Ton & surplus tonnage at 5 £ pr Ton,
making on an average something less than 9 £ pr Ton, while
several of the India ships in the same fleet are paid £22 pr Ton

The Neptune formerly an India ship, carrys home
in this Fleet 1200 tons of tea at less than £10 pr Ton with all
allowances made for. Kentledge, privilege &c. The Instininan
was taken up by the Navy board as a transport to Botany
bay for 400 tons at 15 pr ton pr Month, & she is chartered
by them to the Company for £10 pr Ton & surplus a £5.
She therefore makes 400 Tonsat £10 pr & 200 tons surplus
at £5 freight home which is £5000, So that if the Ship performs
a voyage to & from China in less than 16 months she
is a gainer. This shews what may be done, and that Teas can
be brought home at £10 pr ton with fair profit & advantage
to the Carriers.

The Dutch Trade is on the decline, it supports itself
with difficulty by means of the tin, Spices, Sandal wood, & pepper
collected in their establishments, some of which they hold almost
exclusively. The introduction of the English Tin seems to
promise fair & will become more saleable when accommodated
to the caprice of the Chinese market.
