These appear to have been intended for the Company's advantage
but as the penalty is heavier for the Company than
individuals, Weavers will on that account prefer the
latter's advances, but exclusive of impolicy what reason
and what justice in the difference a shameful partiality
avowed and published to the word for mercy's
sake advertise at least that the Weavers are free, if
they are liable to this heavy penalty for failure of
engagement and to prevent confusion let the loom
be specified which engages to provide — and make
a penalty for the fraud of taking two engagements
at one time for one loom. This clause must operate
as a virtual exclusion to the individual.
It is a shield for the Company's Agent to use.
Government moreover promote pretended demands
partial intervention and shut the
door to Justice by making one party of Monopolists.
The Keeper if he is to ensure it must be by
resolving to make up from his own what proves
dificient for the Company he must ensure as far
as his... will go in other words, all the advances
must be in the Company's name, and the
surplus after fulfilling the investment to be his
own — should he not do this to obtain the greater
penalty and will he not do it from interest
policy &c.
Is he to inveigh them form the Company for
himself, does not this acknowledge that the Company
does not pay the fair Market price.
Instead of all these prohibitions which imply
that the power is given and that his interest
prompts
