Simple as they are, and obvious in the extreme, it will
not be the less necessary that the rules of policy by
which the disposal made of the matter of reward
For bringing to view on this occasion the rules of policy
by which the disposal of the matter of reward with
a view to this branch the branch here in question of the public service ought to
be governed, a very few words may suffice

will not be the less necessary that when employed in the
character of a criterion or standard of comparison, by means of reference
to which the propriety of the law and practice of government
in its relation in to this head may be judged if
words should be found for the expression of them
In each instance the only difficulty will be, to
determine whether or no the rule they have in question
has been
contravened. But This will throughout be the sole difficulty
and in many instances at least it will quite distinctly
enough seem not to me insuperable.
