III. Of insufficiency, in so far as it has place, the
effect will be the same as in a case of non-application:
viz. that in so far as it has place, the service
in question will, not be d so far as depends upon the
spur of factitious remuneration, not be fail of being rendered.

Insufficiency is
simple
When not
coupled with misapplication, insufficiency
is simple;
and not and imperfection
is clear of
abuse

If of a portion the mass of the matter of reward that which , in order
to its being sufficient for the production of the service, the
whole ought to have been so applied, if a part fails
of being so applied, then if no other application is
is made of it, it is a case of simple insufficiency

expense is incurred, on the occasion or on the pretense
of an endeavour to obtain it.

When Insufficiency
coupled with misapplication,
imperfection
is tainted
with abuse.

ought to have been allotted to the <add>obtainment of the service in question and is supposed or pretended
to be so allotted, any part is bestowed upon
a hand or class of hand by which no such service
is performed, and it is in this such misapplication that
the insufficiency has its finds its efficient cause, here are two imperfections
conjoined, and between them abuse generated.
