Of latent drawbacks
so far as produced

Of the latent drawbacks by which insufficiency, and that
to no con inconsiderable extent, can not but be produced,
a list has already been given. Having for their immediate
efficient causes the emoluments de attracted into extracted <add>attracted into the pockets

with the less efficiency in chilling the ardour of exertion
and transferring strength and security to the enemy: and
Costs delay and vexation by are the three words
by which when taken together the ulterior discouragements operating
in this case in the character shape of latent drawbacks may be
brought to view.
