Notwithstanding the power reserved as above, to whether
it would be altogether consistent with good faith and thence
upon the whole with good policy, during the continuance of this at any
other war, to make any change in the proportions
allotted to the different ranks and classes of persons engaged
in this branch of the public service, might perhaps
admitt of dispute.
But a point proposition not open to dispute is that by a
change which arrangement which not without making any change in the
proportions allotted as between rank and rank, and
therefore not giving to any individual any a benefit
in any shape at the expence of any other individual, should have
in respect of the interest of each individual no other effect than the encreasing diminishing the share portion
he will have that would of fallen in an contingency for the pr in such
sort as to encrease to an equal amount the portion
that will fall to him in another contingency, that
by any such arrangement no violation of public
faith would be produced. If then by means of any
such arrangement the encouragement interest of the
individual could in a more effectual beneficial manner
be connected with the his duty that is to say with
the interest of the public, such arrangement would
be upon the whole a beneficial one, and at the same
time objection proof and clear of all objection
on the score of good faith and justice.
In this observation may be seen the foundation laid
for the some of the remedial arrangements which in the
course of these pages will aim come to be proposed.
