Chief Imperfection and Abuse Insufficiency – produced chiefly to
Drawbacks – but mostly latent drawbacks
Source of the Chief Remedy is another imperfection viz.
Superfluity.

Ch. 2. Of Remedies in general, General view of the Remedies applicable
to the above Imperfections and Abuses.

It being already manifest, that in an extensive
existing existence That in a numerous class
of cases, a defin the quantum of reward which has
been ther deemed necessary is subject to latent drawbacks,
the amount of which is considerable, – and, though it can never be precisely
determined with precision, is on that very account
but so much the more formidable and discouraging
the expediency of affording a supply is already
rendered, if not as yet altogether as yet certain, at any
rate probable.

The next question is from what source fund shall this supply
be drawn? and but to this question the answer is sufficiently
obvious. Along In company with the insufficiency, the existing of a superfluity
has been pointed, the amount of which is
such as would be sufficient to satisfy demands for a full supply to much
larger deficiencies
to a much greater extent than this.

At the commencement of every war, reckoning as a
separate war
the commencement of hostilities with every each different nation as a
separate war, two thirds of the whole proceeds of the
vessels and cargoes captured are have been deemed and found
a mass of remuneration sufficient upon the whole remuneration sufficient to produce the requisite exertions.
Such is the quantum utmost amount of the allowance continued without
addition for a considerable length of time – for weeks
perhaps for months, during which, owing to the surprize
the opportunities of capture are far more numerous than they
can ever be in the course of any succeeding period of the same
length: this in a word
is a the period during which
the cream of the bowl is
skimmed.
