Here then is thirty four 33 per cent of the period
Here then, so soon as by the formal declaration of
hostilities the whole is substituted to the two thirds, here
is thirty three 33 per cent upon the net proceeds capable ready
to be of being applied to any good purpose the purpose of any beneficial arrangement, by which the
engagements explicitly faith directly or virtually pledged to the naval profession
will not be violated.
Merely for illustration, put a certain sum for an
uncertain sum, put a certain one, and now that
the period when the 33 per cent was deducted is at
an end, in the place of this 33 percent put a deduction
of 5 per cent.
Having no public object, but being the result of
blind rapacity and having no public object, the 33 per cent deduction was indiscriminate,
comprizing the smallest as well as the largest
captures: comprizing amongst others those cases in which
even without that or any other direct and avowed deductions,
the quantity of reward left by the latent drawbacks
would have been insufficient to the purpose.
Being the result of reflection, and that reflection
having for its object the rendering the quantum of reward
sufficient in all cases, the deduction destined to this purpose
must of course be kept from trenching in the already provided fund
in any case in which it is in danger of being found
by the deduction rendered insufficient.
