For this purpose let a mass of profit be fixed
upon as that being of such magnitude that any
thing less than that would not constitute suffice to constitute for constituting
an inducement sufficient to engage a Commander
to subject himself to the troubles and perils of all
sorts attached to the capture of a suspected Vessel and
the course of litigation which any such capture draws
with it as an inevitable consequence.
Call this supposed sufficient profit, for argument
sake, all this supposed sufficient profit £100: any
mass of profit superior to this will then without prejudice
to a Commanders exertions and thence without
prejudice to the service, bear the burthen of a contribution,
in the form of a per centage, ap serving
for the formation of a the fund to be applied to the exertion
of each Commander from all costs in the case where
the his share of neat profit does not amount to so
much as £100, in other words falls below the mark.
Merely for explanation sake say suppose again amount of the
per centage 5 per Cent: If then the Commanders
neat profit amounts to no more than £100, but less than let him
£200 pay nothing to the fund: but if it amount upon ever if to
to £200 or upwards then any thing more, then upon the whole of the overplus let him pay 5 per cent.
This rate of 5 per cent might now be imposed
simply and uniformly on every £100 or as the mass
of profit swelled the rate of contribution might receive
encrease: being more per cent on £2,000 than on £1,000
more again on £3,000 than on £2,000: and so on.
