An interpretation thus repugnant to one of the plainest
principles of utility and common sense would naturally
sooner or later be productive of grievances abuses hardships from by which
individuals would be suffering feel feeling themselves aggrieved would be struggling
to deliver relieve themselves. Accordingly Attempts
of this nature were made. But no sooner were they made
than the monopolists to the prejudice of whose monopoly
this species of piracy was attempted, took care to the requisite
course for couching it have it couched, and In the thick of the American war
an Order of Council bearing date 29th March 1779 was
obtained and issued for that single purpose.

Ought to be, and by antient practice and usage
have been

"His Majesty judging the same" (the obnoxious
liberty practice) "to be derogatory to his Majesty's right"
(viz. a right which was his Majestys no longer viz. a right which of which his Majesty and his predecessors
had divested themselves of – and productive of many
inconveniences" – these such are the phrases which on the
occasion in question were employed instead of reasons.

The utter absence of all real inconvenience is no bar to the
assertion faculty of asserting the existence of inconveniences
in whichever magnitude and number appearances may be thought to require:
and thus it is that under the dominion of private
and sinister interest the business of government is conducted.
