Upon the most curious view of the subject In its quantum the donation was lavish and inconsiderate.
What was A matter of necessity was
that if so massive and corruptive a source mass of profit
not one alone should be left in the hands of the Crown.
It was to this that in the reign of Charles the 2d the nation
was indebted for one of the at least of the Dutch wars.
But because admitting that no part was fit to be left in the hands
of the Crown it followed not that the whole should go
where the captors were the Commanders and crew of the
King's Ships the whole should go to the captors, paid
and maintained as they were at the expence of the
people. The fault however if it be one is one that
can not now be remedied. Admitting that where the value
of the prize were below a certain mark nothing less than
the whole would suffice if even that would be sufficient
a mark might always be assigned above which a part
would suffice to produce in the way of exertion every
effect that could be produced by the whole.

If for the benefit of the public a part share had been
reserved to the Crown in its character of trustee for the
public, by the officers of the Crown an inspection that might have been of use
not only to the public but to the captors themselves might
have been exercised over the conduct of their agents.

The fault imperfection however, if such it be can not at this time receive a remedy now be remedied.

But on the return of peace, at least provided that
in one shape or other the full benefit of the spoil be assured secured
to the profession, a part might in various shapes ways
receive a disposition much more to their advantage. Encrease given to the amount Pensions
if ritual for mariners of all ranks superannuated or disabled. Schools
for the education of their orphan children and the like.
