But in favour of the application of the principle of
remuneration to services the quantum value of which is appears presents so
difficult to estimate such difficulties to the process of estimation as that of blockade a capital
circumstance is this that, according to what is here proposed the fund thus applied will
not be drawn not from composed not of taxes imposed on the people
at large, but of a quantity of money mass of wealth which being brought into
a country by the exertions of the profession itself, is
recognized by the public as belonging to the profession
subject only to such a plan of distribution in which the particular interest
of the profession and the general interests of the public at
large shall be objects of joint regard.

In this case then if into the composition of a judicatory composed
for this purpose, members still appertaining to the profession
admitted, besides that interest in just judicature which
is given them by the scrutiny of the public eye, they will
have each of them a professional and in some sort personal interest
in protecting the fund from against all such misapplication as has
the effect of waste. Nor will interest be in this
case at variance with duty.
