Supposing it altogether unmixt with any other service
the service of blockage is in an extreme degree a service
of disfavour, a service from whence the professional
would naturally shrink with the extremity of reluctance.

It is a service which by an attraction not less
natural than that of gravity will devote and fall
upon the man whose politics are on the wrong side, upon
him who has no politics, nor yet upon him whose
fortune has not put himself him in possession of any
such advantage as that of presenting himself his person in an
acceptable point of view to the First Lord of the Admiralty
or any of this friends.

In this stage of things the temptations the temptations with which personal interest
is the internal tempter within the character of tempter, will be continually plying his
with two temptations expedients.

1. One is the relinquishing the blockade in a temporary and partial manner,
for the purpose of with the intention of return, and
with the hope of enticing out the blockaded adversary enemy
to venture out, subject to the chance of being caught
after and in consequence of such temporary escape.

It is evidence how adverse in this case may be the interest of the individual
to the interest of the public. If out of a fleet of 20
ships of the line with the its appurtenances, the blockaders
succeed in capturing nothing more than some transport or a tender worth
no more than a few hundreds two or three thousand pound, these few hundreds are this two or
three thousand pound, it may be manifest to every body so much more than they would
have otherwise, so much with which in the shape of reward
it may occurr to them to pay themselves for the trouble of
finding an excuse, making it appear that under
existing circumstances
the station was no longer
tenable.
