All that What is here meant to be contended for, is that in this
as in every other part of the field of law and government, it
incumbent to the legislator to do whatsoever can without
inconvenience be done in the way of legislation
the restoration conversion of arbitrary power and corrupt into rational
and non-corrupt power in the hands of the depositories
executive-branch of government.

to convey the remotest imputation of
