Defence or Prizes
Operations tending to the capture destruction or disablement of men
being employed of necessity of the indispensable necessary means
of capturing, destroying or damaging vessels and goods,
any such purpose as that of giving encrease to exertion, operate rewards for the capture destruction or disablement of men
would will be apt to appear superfluous.
But for the purpose of As a measure of humanity, for the keeping
