occupied about this Act.

Sections 6 and 8. Regular enough is the sort of
relation that exists between this pair of Sections. In That
one of them which stands first the number of lines
contained is 23, in that which follows it, three and
no more than. In this three-lined last Section "all regulations
herein contained respecting Prizes shall apply" (it is
said) to all cases of Bounty money granted by this Act
and of salvage upon captures upon his Majesty's
enemies.

In Of the other Section Bounty money alone forms
the subject: its object is to with or without variation
to apply to those cases of bounty money some or all of
the "regulations herein contained respecting prizes.
Followed as it is by the general and all comprehensive
provision contained in the next Section but one, it is either
superseded by it or contracted in contradiction. Tautology or self-repugnancy
and confusion or both together, such is the
result.

When These Sections were they both of them the work of
one and the same scribe? If so, then

The penman when he wrote the 6th Section
did not know that he was to write the 8th: and when
he wrote the 8th he did not know that he had written been writing
the 6th.

Were they the work of two different men – employed together
in the same task of compilation? Each then
took a section from the subjoined chaos, and stuck it on to the
new mass, regardless the one of them what was to might follow,
the other what had might have gone before.
