But sense of duty – regard for reputation – expectation
in respect of promotion or non-promotion – considerations of this
class will they be altogether without their weight influence?

Not they indeed, scarcely in any instance:
But whether in each instance whether that influence
will be sufficient, in such sort as to prevent
transgression will, in each individual instance depend upon the particular situation
and frame of mind of the individual concerned.

But the question here is as to the Act law Statute
with what degree of efficiency that can be expected
to operate: and the answer seems to be that whatever
be the disposition frame of mind of the individual in question with whom
placed in the situation, the law towards prevention of
the obnoxious practice in question the practice meant to be prevented, the law as it stands does nothing
and the service would be better without it than with it.
