If the state of government in this country at this time
were such as to afford any rational hope that the
servers of a public would be suffered to profit by the service
of a man who having nothing to gain by deceiving
the public in betraying the cause of the most
class of its servants would not attempt to do so
and whose labours would not in any shape cost the
country a mystery would be accepted, the same hand
by which the existence of those imperfections and charges
is here pointed out, together with the operations arrangements that were
by the nature of the case themselves in the character of , would before
now have occupied itself in the endeavour to
give to those their full form and effect.
