§. 68 Section 68. As if the causes of delay were not yet powerful enough, Here under the mask of regularity
is comes another retardative.

"Prize Agent" (says the Section) "shall, ten days before
he exhibits his Account of Sales in the Registry of the
High Court of Admiralty, cause Advertisements to be herein
inserted in the London Gazette, notifying to all persons
concerned that the Account of Sales of such Prize or Prizes
will be brought into the Registry of the said Court".

He shall cause these advertisements to be herein inserted
ten so many days before he exhibits his account .... In other
words – in plain English he shall not exhibit these
Accounts till ten days after the last time of the insertion
of this advertisement: in a newspaper which comes
out but twice a week and in which the insertion may
be delayed, it is difficult to say how long, by causes
the blame of which howsoever due would not could scarcely
be fixt upon him to any practical good effect.

Now when as soon as the sale of the prize is compleated
is say rather as above, as soon as a sum worth distributing
has been got in, what should hinder him why not
enjoin as well as permitt him to deliver on his account
to the Admiralty Registry, and the very day of his having
done so, said his advertisement, notify his having
done so, to the Printer of the Gazette. Of the two articles
of information which is it that will naturally be most
satisfactory to a person interested? – to a promise that
at some future time the document which he would wish
to inspect shall be ready for his inspection, or an assurance
that it is at present already there ready for his inspection,
and will so continue to be at such future time?
