In those several Sections in which after and notwithstanding this general
provision special provisions respecting the subject of prize bounty
money are inserted, are they or are they not respectively
in purport exactly identical mutatis mutandis with the regulations
concerning prize money? If yes, then is the whole of
this vast mass of repetition so much surplusage
so much dead weight in an Act which even without them
is already so enormously overtraded.

If not – if there be any difference, then what an
pr cap abundant source of general universal perplexity and eventual
litigation is the aggregate mass of all the variants differences
that are to be found which they afford in them?!

Act 1809. §. 30. As if this mass of perplexity were not dense were not enough, now
comes in the amending Act to thicken it.
