The general clause about bounty money it comes as
if Of
In the composition of this consolidation Act
it seems as if one is tempted to suspect the as well as the pen had no
small share.

This general clause provision about bounty money for example
was it not cut out of some consolidating one of the consolidated Acts, and
so
fastened by pen or paste to a piece of blank paper
and thus inserted between the Section that which immediately
precedes and that which immediately follows it? If
the pen was the instrument employed on the insistence of
it, either it was the pen of some copying Clerk operating
without a so much thought about purport and effect, or if it
was the pen of the official draughtsman, no sooner
had he framed it, than the contents must have slipped
out of his mind. For throughout the whole of the sequel
whatsoever follows concerning bounty money as often as bounty money is mentioned the regulating
pen moves as exactly as if there had been
no such clause.
